Foreign nationals who require a Visa to enter Malaysia must apply and obtain a Visa in advance at Malaysian Representative Office before entering the country.
A visa is an endorsement in a passport or other recognized travel document of foreigner indicating that the holder has applied for permission to enter Malaysia and that permission has been granted. Foreign nationals who require a Visa to enter Malaysia must apply and obtain a Visa in advance at any Malaysian Representative Office abroad before entering the country. Visa which has been granted is not absolute guarantee that the holder will be allowed to enter Malaysia. The final decision lies with the Immigration Officer at the entry point.
Visa is an endorsement on a passport to indicate a permission is granted to enter Malaysia. A visa can be obtained from Malaysian Overseas Missions before arrival. It must be used within its validity period.
However, for a permission to stay, a pass for an approved period will be stamped in the passport at the point of entry.
Citizens of Israel, Serbia and Montenegro are not allowed to enter Malaysia for any purpose without prior approval from the Malaysian Government.
Three typed of visa are issued by the Malaysian Government to foreign national:
Single
Entry Visa: Issued to foreign
nationals who require a visa to enter Malaysia mainly for a social or business
visit. Normally valid for a single
entry and for a period of three (3) to twelve (12) months from the date of
issue.
Multiple
Entry Visa: Issued to foreign nationals who require a visa to enter Malaysia
mainly for business or government to government matters.
Normally valid for a period within three (3) to twelve (12) months from
the date of issue.
Transit Visa: Issued to foreign nationals who require a visa to enter Malaysia on transit to other countries. Foreign Nationals on transit without leaving the airport precincts and who continue their journey to the next destination with the same flight does not require a transit visa.
Application for visas should be made at the nearest Malaysian Missions abroad. In countries where Malaysian Mission have not been established, application should be made to the British High Commission or Embassy.

Foreign nationals who wish to visit Malaysia have to obtain a pass at the point of entry besides a visa (where required) which allows them to stay temporarily. A pass is an endorsement in the passport constituting permission to stay for the approved duration.

Application may be submitted to the nearest Malaysian Representative office abroad together with Student Pass application.
For countries that have no Malaysian Representative office abroad, the applicant may enter Malaysia on Visit Pass (social) at the entry point and then apply for extension to the State Immigration office where the educational institution is located within 1 (one) month from the date of entry.

Application have to be submitted to Visa, Pass and Permit Division (Immigration Headquarters) through a local sponsor, i.e. the employer together with the application for Visit Pass (temporary employment). Where visa is required application for reference visa must be made prior entry.

attending company meeting, seminar, inspection of company’s account
or to ensure the smooth running of the company;
Investors
or businessmen entering for the purpose of looking at business opportunities
and investment potential;
Foreign
Representative companies entering for the purpose of introducing their good
that are to be manufactured in Malaysia, but not engaging in direct selling or
distribution;
Property owners entering for the purpose of negotiation, selling and
leasing of properties;
Foreign reporters from mass media agencies entering for the purpose of
covering convention or any event in Malaysia.

The pass can be extended upon application by the visitors at the nearest Immigration office.
(Temporary Employment)
The foreign worker to be employed must remain outside Malaysia while the application is being processed. He or she will only be permitted to enter the country once Visit Pass (Temporary Employment) at the Immigration Office (whichever is nearest) is approved.
Workers must not be classified as persons prohibited to enter according to Section 8 (3) Immigration Act 1959/63.
The worker must be healthy and free from any dangerous or contagious diseases.
Processing a Passport or Travel Document with a validity of not less than 12 months from the date the pass is approved.
The worker must be within the age of 18 years to 45 years.
The worker is required to carry out a medical examination before entering the country using the format issued by the Immigration Department and must be carried out at FOMEMA or a local private clinic registered with the Ministry of Health.
The worker must abide by the country’s laws and regulations in force.
The worker is not allowed to bring his family to reside in the country.
The worker is not allowed to change employment sector and employer without the approval of the Immigration Department.
The worker is permitted only to stay in the country until the date stated in the Visit Pass (Temporary Employment). However, if an extension of the validity period is required, application must be made at least 3 months before the expiry date of the Pass.
The employer is fully responsible for all aspects relating to payment of visa, pass, levy and production of Bank Guarantee by the worker to the Immigration Department.
The employer’s (for Domestic Helper) monthly income must be at least RM3,000.00 to qualify for employing Indonesian and Thailand domestic helper, while the minimum income of RM10,000.00 to qualify for employing Filipino domestic helper.
Deposit can only be refunded if the employer or sponsor has submitted proof that the worker has left the country or has been released to another employer with the approval of the Immigration Department.
Worker must return to the country of origin as soon as possible after resigning, being dismissed or when the Visit Pass (Temporary Employment) has expired or been cancelled to their country of origin.
The
approval for Visit Pass (Temporary Employment) can be revoked if it
contravenes the condition set out by the Immigration Department.
(l) The Malaysian Government allows skills and unskilled workers from Bangladesh, Indonesia, Thailand, Pakistan and the Philippines to work in these sectors:

The Visit Pass (Temporary Employment) is issued to skilled and unskilled foreign workers.
The intended foreign workers must be outside Malaysia at the time of application. The applicant is allowed to enter and takes up employment only when the Visit Pass (Temporary Employment) is approved.
